Pylon cancer fears put £7bn blight on house prices.

Up to £7 billion will be wiped off property values if the Government accepts the advice of experts that homes should no longer be built near overhead power lines because of possible links with childhood leukaemia.
About 130,000 houses could lose between 10 per cent and a quarter of their re-sale price if ministers take the advice of a committee set up by the Department of Health.

A draft of a report by the committee, seen by The Daily Telegraph, states that building houses within 230ft of high voltage power lines and 115ft of
lower voltage lines should be banned.

The confidential document, written by John Swanson, the scientific adviser to the National Grid, considers the option of compulsorily buying all 75,000 homes in England and Wales that are affected.

But a more recent paper, written last month, sets out the group's preferred option - an end to the building of houses near overhead lines and a ban on new power lines being built near existing homes.

The draft report acknowledges that implementing this as a policy could wipe a quarter off the value of 25,000 homes within 230ft of 400kv and 275kv overhead transmission lines and some 10 per cent from the value of 55,000 houses within 460ft of them.

It also admits there could be a reduction of 15 per cent in the value of 50,000 homes within 100ft of the lower voltage 132kv power lines.

The documents are the work of the Stakeholder Advisory Group on Extremely Low Frequency Electromagentic Fields (Sage).
This committee was set up by the DoH in October 2004 following the publication of a report by Dr Gerald Draper, of the Oxford childhood cancer research group.

Dr Draper suggested that children under 15 living near high voltage power lines could have a 69 per cent increased risk of getting leukaemia.

Some scientists pointed out that while the research found a statistical association, it did not establish a causal link and they rejected the findings.

Sage includes representatives of the DoH, the National Grid, the Health Protection Agency, the Office of the Deputy Prime Minister and the Council of Mortgage Lenders.

Academics from the University of Bristol and Nottingham Trent University are also members, as well as a number of campaigners from groups committed to highlighting what they believe are the potential dangers of electromagnetic fields.

Nicholas Ashe, of Property Vision, a leading firm of country house and estate buying agents, said the potential loss of value to properties could be even greater than Sage's working group predicts.

He said: "The higher the value of the house, the greater the impact. We are talking about reductions of up to 50 per cent.

"For the kind of country house we find for clients, the majority of the market would be wiped out and properties could become almost unsaleable.

"It would have the same affect as building a road nearby or the property being under a new flight path."

The draft Sage report, dated last November, acknowledges that power lines already have an impact on property values, with a home in a rural location within 165ft of a National Grid transmission line losing 15 per cent of its value.

It considers potential policy options if the Government were to decide that no one should be allowed to live within 230ft of power lines.

These include the compulsory purchase and demolition of all houses near the lines.

"This section considers the more modest policy of applying this prospectively, ie stopping any new homes from being built near power lines but not
doing anything directly with existing homes.

"However one possible consequence of this prospective-only policy is that it nonetheless causes devaluation of existing properties."

The report lists four scenarios for the loss of value caused by the Government adopting Sage's preliminary advice. This amounts to between £3 billion and £7 billion.

The report will be presented to the Government in June along with another report on new advice on electrical wiring within the home.

It states that whether home and landowners could claim compensation from electricity companies will depend partly on the contractual arrangements between the parties, and whether the Government introduces compulsory or voluntary measures.

Whatever happens, it seems likely that the overall costs will ultimately be borne by consumers.

A spokesman for the National Grid said: "We are not going to disclose any details until the firm conclusions of the group are published this summer."

ICNIRP is reviewing its safety Guidelines for exposure to EMR

Therefore, the generalisation by many that the guidelines protect human beings from harm by any or all mechanisms is not justified” Norbert Hankin, Key EPA (Environmental Protection Agency)scientist USA.

The UK has allowed the highest output of radiation in the world. The UK recently adopted lower levels of radiation by accepting guidelines set by the International Commission on Non-Ionising Radiation Protection ‘ICNIRP’. However, the ICNIRP standard does not offer any form of protection other than from the heating effects of microwave radiation. In other words ICNIRP only protects your body from properties of high levels of elevated temperatures.
A very substantial body of peer reviewed science clearly shows many biological changes have already happened.

The Government and Health Protection Agency Radiation Protection (HPA RPD) -formerly known as the NRPB now admit that magnetic fields at the power levels of 0.4 microtesla doubles the risk of contracting leukaemia, whilst other European Countries have brought down their power levels to 1 or
2 microtesla, the UK remain 100 times higher.

Mobile Phone/Mast Radiation: First meeting for the EMF Discussion Group at the HPA-RPD

I attended the first meeting for the EMF Discussion Group at the Health Protection Agency for Radiation Protection (HPA - RPD) on 2nd March 2006; the meeting was chaired by Sir William Stewart and included key people from the HPA, Department of Health, Mobile Operators Association (MOA) and representatives from campaign groups. It was a positive meeting and hopefully the first of many. Sir William has invited the EMF Discussion Group to provide a forum to consider health concerns related to exposure to EMFs and provide an input to EMF advice from the HPA.

Discussion needs to be followed up with action and I along with fellow members of the group are committed on behalf of EHS people, cancer patients and the many other people suffering with problems related to emfs to see this through to the end. I would like to take this opportunity to thank Sir William Stewart for opening up an important and urgent debate.

You will be pleased to know that the record note of the March 2nd meeting is now posted on the HPA web site.
The second meeting is due to take place in October 2006.

Pourquoi ne pas en faire tous ensemble une affaire internationale ?

Tous ceux qui veulent que la loi change pour le respect de la sécurité de la santé humaine près des installations des sites d’antennes relais de téléphonie mobile et le réseau Allemand ˝Risko Mobilfunk˝ vous invitent à manifester votre opposition en Allemagne ou dans votre pays.

Pourquoi est-il nécessaire d’en faire une affaire internationale ?
Nous avons tous le même problème n’importe où que nous vivions et ce problème est connu :
Ce sont les irradiations par les rayonnements micro-ondes pulsées de la téléphonie mobile.

Les manifestations de protestations où nous habitons sont fixées le Samedi 24 Juin 2006.

Si la date du 24 juin (pour diverses raisons, vacances, etc...) n'est pas appropriée à cette proposition de manifestations, elle pourrait avoir lieu quelques jours avant, ou après le 24 juin. Mais, si chacun conserve ce même jour cela pourrait être une occasion unique de soulever la conscience générale sur les risques sanitaires des antennes relais de téléphonie mobile et aussi des téléphones mobiles.

Italy probes porn on 3 Italia mobile network

ROME (Reuters) - Italy's communications ministry said on Thursday it was making checks into pornography available on Hutchison Whampoa's 3 Italia mobile telephone network after a TV report said the X-rated images could be downloaded by children.
The ministry also invited the Italian judiciary to regulate the sector more closely, a move likely to raise concern in the fast-growing, multi-million euro industry.
"The ministry has decided to examine the services offered by the telephone company 3 Italia ... with particular attention to the use of video content over mobile phones," the communications ministry said in a statement.
3 Italia, controlled by Hong Kong giant Hutchison Whampoa, said in a separate statement it had suspended the adult content service as it waited for clarification about the charges made in the report shown on state TV last Sunday.
It has previously denied the accusations broadcast on RAI 3's "Report" program that the pornography available on the 3 Italia network was not properly secure because the code needed to view it was easily accessible to children.
"The company (3 Italia) reserves the right to any action in order to defend its interests and its reputation," 3 Italia added in Thursday's statement.
It said it had requested an immediate meeting with the communications ministry.
Consumers spend tens of millions of dollars a year on mobile phone-based adult content in Europe and analysts expect it will generate about $2 billion in global revenue by 2009.
The availability of both soft and hard core pornography on mobile phones has already sparked a backlash with some European consumer groups calling for tighter controls. One English newspaper dubbed mobile phone giant Vodafone, "Vodafilth", because of its porn distribution.
The Italian communications ministry said its probe was particularly focused on "hard core pornography" that could be accessed by minors over mobile phones. It added the judiciary needed to "closely watch" adult content available on mobile phones, as well as the now more traditional areas of the Internet and satellite TV. 3 Italia said it was convinced it was among the best operators in protecting children from adult content distributed by third parties on mobile phone networks.

Mobilfunk. Die geplante UMTS-Antennenanlage in Seifersdorf bleibt umstritten. Betroffene sammeln Unterschriften.
Seifersdorf. Die Proteste gegen die Baupläne zur Errichtung einer UMTS-Antennenanlage im Wa chauer Ortsteil Seifersdorf halten an. Wie Ortsvorsteher Jürgen Kötzing gestern mitteilte, ist die von Anwohnern initiierte Unterschriftensammlung nahezu abgeschlossen. Anlieger des Weges „An der Folge“ wollen damit ihre Ablehnung des Bauvorhabens dokumentieren, hinter dem die Mobilfunkfirma Vodafone steht.

Das Unternehmen möchte nahe des Seifersdorfer Tales einen Antennenmast installieren. Der sei notwendig, um die nötige Netzdichte, für den neuen, schnelleren Handy-Standard Universal Mobile Telecommunications System (UMTS) zu erreichen, hatte ein Unternehmenssprecher Anfang Februar erklärt. Die Betroffenen haben bisher erfolglos darauf verwiesen, dass es bereits eine Mobilfunk-Antenne in Seifersdorf gibt – auf dem Steinberg. Nach der Diskussion im Ortschaftsrat wollen die Betroffenen nun bei der Gemeinde Wachau intervenieren.

Bis Ende kommender Woche wollen Vertreter des Siedlervereins ihre Unterschriftensammlung abgeschlossen haben. Diese und die Protestnote der Kleingärtner solle danach dem Bürgermeister übergeben werden, sagt Ortsvorsteher Kötzing. Ob diese Aktion den gewünschten Effekt hat, dessen ist er sich nicht sicher. „Die Tendenz geht dahin, dass das Landratsamt das Bauvorhaben genehmigt.“ Ob dem so ist, war gestern nicht zu erfahren. Ihm lägen keine neuen Informationen zum Stand des Projektes vor, sagte ein Vodafone-Sprecher der SZ.

Auch in Dresden-Klotzsche protestiert eine Bürgerinitiative zurzeit gegen den Bau einer stärkeren Mobilfunk-Sendeanlage. Deshalb wird dort am 6. März zu einer Bürgerversammlung geladen. (are)

Protest gegen Antennen-Bau

Seifersdorf/Wachau. Mitglieder der Bürgerinitiative „Kein weiterer Antennenmast in Seifersdorf“ haben gestern eine Unterschriftensammlung an Wachaus Bürgermeister Michael Eisold (CDU) übergeben. Die Liste der 220 Unterzeichner soll nun ans Landratsamt weitergeleitet werden – die Behörde, die für die Genehmigung eines Mobilfunk-Antennenmastes im Ort zuständig ist. Die Firma Vodafone plant, eine Anlage für den UMTS-Handystandard in der Nähe des Seifersdorfer Tals zu installieren. Mitglieder des Siedlervereins und Pächter der Kleingartensparte „Am Folgeberg“ e.V. protestieren dagegen. Sie befürchten gesundheitliche Beeinträchtigungen. Außerdem verweisen sie auf die Tatsache, dass bereits ein Mast auf der Gemarkung Seifersdorf existiert: auf dem 264 Meter hohen Steinberg. (are)

Neueste Studie: Handymasten machen krank!

Brandneu und hochaktuell: Je höher die Belastung durch einen Mobilfunksender, umso höher die Beschwerden.
Die erst vor wenigen Tagen publizierte Studie ist so neu, dass sie selbst die Fachexperten weitgehend noch nicht registriert haben dürften.
Gerd Oberfeld, den Salzburgern als Handymasten-Experte bestens bekannt, hat sie sich aber schon angesehen. Und selbst für ihn ist es eine Sensation. Erstmals wurde damit ein Zusammenhang zwischen hochfrequenter Strahlung, wie sie von Mobilfunk-Sendeanlagen, aber auch von Schnurlostelefonen und W-lan-Sendern (für kabellose Computer) ausgeht, und gesundheitlichen Auswirkungen nachgewiesen. Und zwar ein eindeutiger, ein signifikanter Zusammenhang, wie man das wissenschaftlich ausdrückt. Je höher die Belastung, umso größer die gesundheitlichen Beeinträchtigungen – so das Ergebnis der Studie.
Handymasten-Studie bestätigt Kritiker

Österreichs erste Handymasten-Studie belegt, was es an Erfahrungswissen schon gibt.

Die eigentliche Sensation für den Salzburger Umweltmediziner aber ist, dass die Studie in einer medizinischen Fachzeitschrift, im „Journal of Occupational and Environemental Medicine“ („Zeitschrift für Arbeits- und Umweltmedizin“) veröffentlicht wurde und damit erstmals eine solche Studie auch von der sogenannten konservativen Medizin anerkannt wurde.
Konkret handelt es sich um eine epidemiologische Untersuchung, in der die Höhe der Belastung in Schlafzimmern und die gesundheitlichen Auswirkungen erfasst wurden – die erste derartige Untersuchung in Österreich. Befragt wurden über 300 Personen, in Auftrag gegeben und finanziert wurde die Studie von der Kärntner Landesregierung und der Stadt Wien. Durchgeführt wurde sie von Michael Kundi vom Institut für Umwelthygiene der medizinischen Universität Wien.
Für Oberfeld bestätigt sich damit, „was es an Erfahrungswissen ohnehin schon gibt“. Nämlich: Dass Bürger in der Nähe von Handymasten, die über Schlafstörungen, Kopfweh, Konzentrationsschwächen, kalte Hände und Füße als Stressfakto-
ren, Ohrensausen oder Bluthochdruck klagen, sich das nicht nur einbilden. Oberfeld, selbst ein Experte auf dem Gebiet epidemiologischer Studien, der
auf eine Reihe entsprechender Untersuchungen verweisen kann, beobachtet auch mit Sorge, dass der Anteil sogenannter „elektrosensibler“, Personen, die auf elektromagnetische Felder besonders empfindlich reagieren, erheblich ansteigt.
Für Oberfeld zeigt sich, was die anscheinend schier grenzenlose Handy-Technologie betrifft, nach dieser Studie vor allem eines: „Telefonieren und surfen und dabei auch noch gesund bleiben – das alles zu haben, das geht nicht.“

Neue Studie aus Wien zeigt einmal mehr: Mobilfunk-Masten machen krank! Und zwar statistisch signifikant.

Entgegen den Aussagen im angehängten Artikel ist es für die diagnose-funk jedoch nicht die erste Studie mit solchen Ergebnissen, und daher auch keine Sensation mehr: Alle 10 momentan existierende Publikationen zu epidemiologischen Studien um Mobilfunksendern zeigen signifikante (z. T. verheerende) Auswirkungen auf gesundheitliche Parameter. Die bisherigen Studien sind:

Sterke relatie tussen hoofdpijn en zendmasten

(Wenen, 2 mei 2006) - Wat de Nederlandse overheid achterwege laat hebben de gemeente Wenen en de deelstaat Kärnten in Oostenrijk wél laten doen: een epidemiologisch onderzoek naar het welzijn van de bevolking en de straling van zendmasten. Er blijkt een sterke relatie te bestaan tussen onder andere hoofdpijn en de elektromagnetische milieuvervuiling.

Hoewel de World Health Organisation zulk onderzoek heeft aanbevolen, wordt het nog nauwelijks uitgevoerd. De enkele epidemiologische onderzoeken die zijn gedaan wijzen alle in dezelfde richting: zendmasten voor mobiele telefonie hebben negatieve gevolgen voor de gezondheid. Tot nog toe legde
de Nederlandse Gezondheidsraad zulke onderzoeken naast zich neer, met als argument dat zij niet in een peer-reviewed wetenschappelijk tijdschrift
zijn gepubliceerd. De resultaten van het Oostenrijkse onderzoek echter staan in het Journal of Occupational and Environmental Medicine, het
officiële tijdschrift van het American College of Occupational and Environmental Medicine (ACOEM). Het gaat om degelijk wetenschappelijk
onderzoek, dat de toets der kritiek kan doorstaan.

Hoofdpijn:
De onderzoekers hebben de bevolking rond tien zendmasten voor GSM 900 mobiele telefonie onderzocht. De bewoners vulden vragenlijsten in en deden
cognitieve tests. Daarna werd de dichtheid van de milieuvervuiling door straling in hun slaapkamers gemeten. Net als bij het provocatie-onderzoek
van TNO in 2003 kon de hypothese, dat de straling geen effecten heeft, niet worden bevestigd. Met andere woorden: er bestaat een relatie tussen het
welzijn en de dichtheid van de elektromagnetische velden. Hoofdpijn vertoonde de sterkste relatie met de straling. Bij de cognitieve testen steeg de waarnemingssnelheid en daalde de nauwkeurigheid van uitgevoerde taken significant. Koude handen en voeten kwamen vaker voor bij een hogere
stralingsdichtheid, evenals concentratieproblemen. Slaapstoornissen namen ook toe, maar niet significant.

Correctie:
Het bijzondere van dit onderzoek is dat de resultaten zijn gecorrigeerd voor andere factoren zoals verkeerslawaai, fijn stof, het regelmatige gebruik van een mobiele telefoon en subjectieve oorzaken zoals angst voor zendmasten en bezorgdheid over de gezondheid. De meeste deelnemers aan het
onderzoek zeiden geen angst voor zendmasten te hebben en zich geen zorgen te maken over hun gezondheid. Desondanks blijkt duidelijk uit de resultaten dat de symptomen heviger zijn naarmate de dichtheid van de straling toeneemt. Zonder correctie voor andere factoren stegen de slaapstoornissen ook significant. Dat betekent, dat de slaapstoornissen mogelijk door de elektromagnetische velden worden veroorzaakt.

Syndroom:
Het onderzoek werd uitgevoerd door het Instituut voor Milieuhygiëne van de Universiteit van Wenen. Er werden drie gemiddelde vermogensdichtheden van de elektromagnetische velden onderscheiden: 40, 230 en 1300 mikroWatt/m2. Dat zijn dichtheden die mijlenver beneden de grenswaarden liggen, die door de Nederlandse Gezondheidsraad worden aanbevolen. Van de straling bleek 73 procent afkomstig van de zendmasten. Voor de cognitieve tests maakte correctie voor subjectieve en andere factoren geen verschil. De symptomen die de bewoners noemden, horen bij het 'microwave syndrome' zoals het eerder is beschreven. De onderzoekers geven aan, dat nog niet bekend is op welke manier de elektromagnetische straling het welzijn en de cognitieve functies beïnvloedt.

Subjective symptoms, sleeping problems, and cognitive performance in subjects living near mobile phone base stations

Background: The erection of mobile telephone base stations in inhabited areas has raised concerns about possible health effects caused by emitted
microwaves.
Methods: In a cross-sectional study of randomly selected inhabitants living in urban and rural areas for more than one year near to 10 selected base stations,
365 subjects were investigated. Several cognitive tests were performed, and wellbeing and sleep quality were assessed.
Field strength of high-frequency electromagnetic fields (HF-EMF) was measured in the bedrooms of 336 households.
Results: Total HF-EMF and exposure related to mobile telecommunication were far below recommended levels (max. 4.1 mW/m2).
Distance from antennae was 24–600 m in the rural area and 20–250 m in the urban area.
Average power density was slightly higher in the rural area (0.05 mW/m2) than in the urban area (0.02 mW/m2).
Despite the influence of confounding variables, including fear of adverse effects from exposure to HF-EMF from the base station, there was a
significant relation of some symptoms to measured power density; this was highest for headaches.
Perceptual speed increased, while accuracy decreased insignificantly with increasing exposure levels.
There was no significant effect on sleep quality.

Conclusion: Despite very low exposure to HF-EMF, effects on wellbeing and performance cannot be ruled out, as shown by recently obtained
experimental results; however, mechanisms of action at these low levels are unknown.
