If you post a picture of the actual antenna installation it should be possible to tell you further about the installation.

Thanks for the picture.
However, there seems to be a rather significant distortion of perspective in the photo, which makes it difficult to measure distances and sizes of the different elements of the antenna construction.
Could you either post a photo where the full length of the antenna mast is visible (preferably without disturbing foreground elements) or provide information about the focal length of the lens through which the image was acquired?
