I'm a Brit and I find that you can get round these things by claiming to have no computer, writing letters to gov.depts. and just being awkward. There is always a way round these things, always. For instance, Britgov can't expect elderly people to do their business via a computer. What about dyslexics and people with learning difficulties, the blind etc..? If you claim to have a problem, and also refuse to grant anyone else power of attorney they can't win. Just stand your ground and refuse their bullsh*t - works for me....
