| WE OPPOSE AND OBJECT TO THIS AND ALL TELE COMM PROJECTS AND THAT IS ON VIOLATIONS BY /ON YOUR 8 PROJECTS EMAILED TOGETHER ON ONE SUBMITTAL TO TATTN AS FOLLOWS: FOR VIOLATIONS AGAINST OUR INDIGENOUS RIGHTS, HEALTH RISKS FROM NIEMRF, AND THE LAND AND AIR SPACE IS ILLEGALLY USED AND YOUR CLIENTS HAVE NO TITLE TO THOSE LANDS AND AIRSPACE, THE DEFECTIVE TITLE[S] OR LEASES YOU MIGHT CLAIM TO POSSESS ARE NOT LEGAL AND ARE A MATTER OF CONTINUING FRAUD. WE ALSO ARE NOT LIMITED TO JUST CONSULTING ON THE ARCH OR LIMITED CULTURAL RESOURCES YOU HAVE ALREADY ERRONEOUSLY ASSUMED IS NOT GOING TO BE IMPACTED, WE DO NOT ACCEPT YOUR CLAIMS AS YOU DONT KNOW WHAT ARE KNOWLEDGE OR HISTORY IS IN THAT AREA. WE HAVE INDIGENOUS RIGHTS AND WE HAVE ALL THOSE RIGHTS TO APPLY TO THIS AND OTHER PROJECTS ON OUR LANDS. ALSO WE ARE REQUESTING FULL SEC 106 NHPA CONSULTATION ,UNDER THE FCC GUIDELINES,ON ALL THESE PROJECTS , AND WE WILL FWD THESE EMAILS TO FCC DIRECTLY AND CC YOU/CORP. ON ANY RESPONSE, ALSO FYI SHPO IS NOT RESPONDING TO THESE TELE COMM PROJECTS,WHICH DOSENT ASSURE THAT THEIR LACK OF RESPONSE TO YOU CAN BE ASSUMED TO MEAN NO IMPACTS, SO YOU KNOW, ALSO CA OR SHPO ARENT AUTHORIZED TO REPRESENT US IN ANY MANNER. ALSO SINCE THIS PROPOSED PROJECT IS ON OLD MISSION LANDS AND SPANISH CLAIMS FOR THOSE LANDS ON OUR BEHALF HAVE NOT BEEN LITIGATED LEGALLY, WE AGAIN STATE THE TITLE CLAIMS ARE DEFECTIVE BY USA, STATE OF CA;. THIS ALSO PROPOSED PROJECT SITE IS CONSIDERED A SACRED SITE AREA, WE ARE VERY CONCERNED ABOUT MORE DAMAGES THIS PROJECT WILL AFFECT AND ASSIST IN A GROWTH INDUCE-ING NEGATIVE IMPACT UNDER CEQA. THE NAHC IS A TRUSTEE AGENCY UNDER CEQA AND THAT NEEDS TO BE APPLIED ON THIS PROPOSAL AS NO CEQA REVIEW HAS OCCURRED, WHICH IS ILLEGAL. | The Tongva occupied the entire Los Angeles basin and the islands of Santa Catalina, San Nicholas, San Clemente, and Santa Barbara. From Topanga Canyon to Laguna Beach, from the San Gabriel mountains to the sea, we lived throughout most of what is now Los Angeles and Orange Counties. The existence of our people on these ancestral lands has been unbroken since long before the first contact between the Tongva and Europeans. Our ancesters were the people who rowed our remarkable Ti'ats (plank canoes) out to meet Cabillo in 1542 off what is now San Pedro. Despite the European incursion, we have remained an integral part of the Southern California community. Our presence is well documented. Our existence is preserved in records of the three local Catholic missions and in records of local cities and both Los Angeles and Orange Counties. We have survived! We are here! |
