Below is information about public statements and appeals made by independent researchers & informed doctors concerned about the health effects of exposure to electromagnetic radiation. Shivani Arjuna The Vienna Resolution In October 1998, at the University of Vienna Workshop on Possible Biological and Health Effects of Radio Frequency Electromagnetic Fields, [ref. 15] the following resolution was adopted by the participating scientists. ( The Vienna Resolution ): “The participants agreed that biological effects from low-intensity exposures are scientifically established. However, the current state of scientific consensus is inadequate to derive reliable exposure standards. The existing evidence demands an increase in the research efforts on possible health impact and on adequate exposure and dose assessment.” In his summary report, Dr. Cherry concludes: “Scientific studies at the cellular level, whole animal level and involving human populations, show compelling and comprehensive evidence that RF/MW exposure down to very low levels, levels which are a minute fraction of present “safety standards”, result in altered brain function, sleep disruption, depression, chronic fatigue, headache, impaired memory and learning, adverse reproductive outcomes including miscarriage, still birth, cot death, prematurity and birth deformities. Many other adverse health effects have been found, predominantly cancer of many organs, especially brain cancer, leukemia, breast cancer and testicular cancer. Studies have also found that RF/MW exposed parents have more children with CNS cancers and other health defects. These effects are consistent with genetic damage caused by RF/MW. Many scientific studies have found chromosome aberrations and DNA damage with RF/MW exposure, the first being published in 1959. Two primary biological mechanisms are linked to these effects, calcium ion efflux and melatonin reduction. With melatonin reduction, there is a rise in serotonin, which is associated with awakeness, alertness, anxiety, anger, rage and violence depending on the serotonin level, the person and the circumstances. Hence, there is strong evidence that ELF and RF/MW is associated with accelerated aging (enhanced cell death and cancer) and moods, depression, suicide, anger, rage and violence , primarily through alteration of cellular calcium ions and the melatonin/serotonin balance.” NIEHS Statement “More than 100 epidemiological studies have shown an association between residential and occupational EMF exposure and many types of cancer. The association between EMF exposure and childhood cancer is especially strong. This scientific evidence led the 28 member panel convened by the National Institute of Environmental Health Sciences (NIEHS) to conclude on July 24, 1998, that extremely low frequency (ELF) electromagnetic fields should be regarded as possible carcinogens. The final vote of the panel was 19 to 9 in favor of categorizing ELF EMFs, such as those from power lines and electrical appliances, as possible carcinogens. The vote followed a year of exhaustive evaluation of the scientific literature, three multi-day symposia attended by many international scientists, and a final 10 day review and debate of the scientific and medical literature in a closed meeting in Minnesota.” Salzburg Resolution The Salzburg Resolution signed by 19 scientists and public health doctors from 10 countries, was the outcome of the first international conference dedicated to public health issues connected with exposure to Base-station emissions, which was held in Salzburg in June 2000. The Salzburg Resolution recommends that outdoor exposure should be below 1mW/m2 (0.1µW/cm2) . – equivalent to an electric field of 0.6 volts per metre (V/m) – in publicly accessible areas surrounding such an installation. It should be noted that this value is 4500(9000) times lower than the ICNIRP Guideline value for 900(1800)MHz radiation. The Catania Resolution signed by 16 eminent scientists of international standing from 7 different countries, following a conference in Sicily in September 2002 states: “Epidemiological and in vivo and in vitro experimental evidence demonstrates the existence for electromagnetic field induced effects.which can be adverse health. .. ‘The weight of evidence calls for preventive strategies based on the Precautionary Principle.” The Freiburger Appeal In October 2002 a team of over 50 German medical doctors started the Freiburger Appeal. After seeing a dramatic rise in severe and chronic diseases, they have noted a clear temporal and spatial correlation between disease and exposure to microwave radiation. The appeal has since been signed by thousands of doctors. To quote: “Out of great concern for the health of our fellow human beings do we – as established physicians of all fields, especially that of environmental medicine – turn to the medical establishment and those in public health and political domains, as well as to the public. We have observed, in recent years, a dramatic rise in severe and chronic diseases among our patients, especially: • Learning, concentration, and behavioural disorders (e.g. attention deficit disorder, ADD) • Extreme fluctuations in blood pressure, ever harder to influence with medications • Heart rhythm disorders • Heart attacks and strokes among an increasingly younger population • Brain-degenerative diseases (e.g. Alzheimer’s) and epilepsy • Cancerous afflictions: leukemia, brain tumors • Moreover, we have observed an ever-increasing occurrence of various disorders, often misdiagnosed in patients as psychosomatic: • Headaches, migraines • Chronic exhaustion • Inner agitation • Sleeplessness, daytime sleepiness • Tinnitus • Susceptibility to infection • Nervous and connective tissue pains, for which the usual causes do not explain even the most conspicuous symptoms Since the living environment and lifestyles of our patients are familiar to us, we can see (especially after carefully-directed inquiry) a clear temporal and spatial correlation between the appearance of disease and exposure to pulsed high-frequency microwave radiation (HFMR), such as: • Installation of a mobile telephone sending station in the near vicinity • Intensive mobile telephone use • Installation of a digital cordless (DECT) telephone at home or in the neighbourhood We can no longer believe this to be purely coincidence, for: • Too often do we observe a marked concentration of particular illnesses in correspondingly HFMR-polluted areas or apartments; • Too often does a long-term disease or affliction improve or disappear in a relatively short time after reduction or elimination of HFMR pollution in the patient’s environment; • Too often are our observations confirmed by on-site measurements of HFMR of unusual intensity. On the basis of our daily experiences , we hold the current mobile communications technology (introduced in 1992 and since then globally extensive) and cordless digital telephones (DECT standard) to be among the fundamental triggers for this fatal development. One can no longer evade these pulsed microwaves. They heighten the risk of already-present chemical/physical influences, stress the body’s immune system, and can bring the body’s still-functioning regulatory mechanisms to a halt. Pregnant women, children, adolescents, elderly and sick people are especially at risk. Our therapeutic efforts to restore health are becoming increasingly less effective: the unimpeded and continuous penetration of radiation into living and working areas (particularly bedrooms, an essential place for relaxation, regeneration and healing) causes uninterrupted stress and prevents the patient’s thorough recovery. In the face of this disquieting development, we feel obliged to inform the public of our observations, especially since hearing that the German courts regard any danger from mobile telephone radiation as “purely hypothetical.” (See the decisions of the constitutional court in Karlsruhe and the administrative court in Mannheim , Spring 2002). What we experience in the daily reality of our medical practice is anything but hypothetical! We see the rising number of chronically sick patients also as the result of an irresponsible “safety limits” policy, which fails to take the protection of the public from the short- and long-term effects of mobile telephone radiation as its criterium for action. Instead, it submits to the dictates of a technology already long recognized as dangerous. For us, this is the beginning of a very serious development through which the health of many people is being threatened. We will no longer be made to wait upon further unreal research results – which in our experience are often influenced by the communications industry – while evidential studies go on being ignored. We find it to be of urgent necessity that we act now! Above all, we are, as doctors, the advocates for our patients. In the interest of all those concerned, whose basic right to life and freedom from bodily harm is currently being put at stake, we appeal to those in the spheres of politics and public health. Please support the following demands with your influence: • New health-friendly communications techniques, given independent risk assessments before their introduction • and, as immediate measures and transitional steps: • Stricter safety limits and major reduction of sender output and HFMR pollution on a justifiable scale, especially in areas of sleep and convalescence • A say on the part of local citizens and communities regarding the placing of antennae (which in a democracy should be taken for granted) • Education of the public, especially of mobile telephone users, regarding the health risks of electromagnetic fields • Ban on mobile telephone use by small children, and restrictions on use by adolescents • Ban on mobile telephone use and digital cordless (DECT) telephones in preschools, schools, hospitals, nursing homes, events halls, public buildings and vehicles (as with the ban on smoking) • Mobile telephone and HFMR-free zones (as with auto-free areas) • Revision of DECT standards for cordless telephones with the goal of reducing radiation intensity and limiting actual use time, as well as avoiding the biologically critical HFMR pulsation. • Industry-independent research, finally with the inclusion of amply available critical research results and our medical observations Helsinki Appeal The Helsinki Appeal 2005 from EMF Team Finland calls on the European Parliament to act promptly for the adoption of the new safety standard in the European Union. Physicians and researchers feel great concern about the Precautionary Principle not being sufficiently applied to electromagnetic fields. They want the standards recommended by ICNIRP to be rejected, because recent scientific studies report various disturbances caused by mobile phone and other RF radiation. European Parliament Resolution The European Parliament Resolution B3-0280/92, clauses D and E, bases its concern on the matter of EMF health effects, in part, on recognition that the cell membrane is the primary site of cellular interaction of EMF and living tissues: D. whereas, according to an increasing number of epidemiological and experimental studies, even slight exposure to non-ionizing electromagnetic fields increases the risk of cancer, can be accompanied by nervous disorders and disruption of the circadian rhythm and seems capable of affecting developing organisms, E. whereas the results of many in vivo and in vitro studies show increasingly clearly the interaction mechanisms underlying such disorders and illnesses, centered mainly in the cell membrane, lead to disruption of melatonin secretions, ornithine decarboxylase activity and T-lymphocyte efficacy, testifying to the probable role of non-ionizing radiation in promoting cancer.

We Energies has responded already to my letter and my MD's letter.	Created: 23 Aug 2010
They acknowledge having received both our letters, but do not respond to anything whatsoever that we said. My doctor had written about health effects, citing several known biological effects and giving sources for thousands of research studies. I had written about how the statutes they quoted in a previous letter do not in fact give them a legal right to turn off our power if we won't accept an RF-broadcasting meter. (My lawyer concurred with me.) They say: "The electric and natural gas RMR equipment we use is safe...." and that "We Energies and the broader scientific commnity believe that the AMR equupment we are installing poses no adverse health effects." They say we have only the following three options: 1) Have a new AMR meter attached to our home. 2) Have it installed elsewhere on our property at our expense. (No point, as the RF will travel via the wiring and be broadcast throughout the house.) 3) Have our electric service from them disconnected. I used to read nightmarish fiction books about the future and wonder if it would really be like that. Here we are. If any of you receiving this have any advice how to best proceed, please get in touch. Numerous Web sites have posted information about Dr. Magda Havas' double-blind experiments that demonstrate how exposure to communicatons signals causes causes arrhythmia and tachycardia. Below is some information about her study, but watching the video she made is the best source of information about the experiments. After we discovered the cause and eliminated the causative exposure my heart rate and rhythm normalised. When I mentiond this to you on the phone, again protesting your plan to turn off our power if we do not allow an RF-broadcasting meter on our property, you replied that you believe We Energies engineers who say that exposure to such radiation is safe. Please tell me why you suppose We Energies' engineers know more about how I am affected by communications signals than my doctor does. Also, please send me a copy of these engineeers' actual comments on this subject, their names and information about their medical expertise. Sincerely, Shivani Arjuna Cordless Phone Radiation Alters Heart Rate, New Study Shows Martha Havas study: Cordless phone radiation was studied in a simple, double blind study conducted by Dr. Magda Havas and Dr. Jeff Marrongelle on volunteers in Colorado. The question they asked was: Do DECT phones (a popular type of cordless phone) affect the heart? The answer was a resounding YES. This six-minute video explains in a wonderfully simple way, with abundant visual aids, exactly how the research into cordless phone radiation from DECT phones (Digital Electronic Cordless Telephones) was conducted, and what the results were. In a simple, double-blind study, Drs. Havas and Marrongelle showed that exposure to non-thermal levels of radiation from DECT phones had a measurable, significant effect on many test subjects' heart rates. The level of radiation emitted by the DECT phones they used in this study was a mere 0.3% of the U.S. and Canadian safety guidelines, yet it had profound effects. The frequency used in the study, 2.4 GHz, is the same frequency used by wireless routers and microwave ovens. One of the first things that struck me after watching this video presentation was: Heart rates are very easy to measure, and this study showed a great increase in heart rates in some people due to exposure to cordless phone radiation. Isn't it probable that there are other negative health effects caused by the radiation from this type of phone that aren't so immediately visible, or easy to measure? People who are electro-sensitive report a variety of very unpleasant effects. What else might be happening, say, on a cellular level? .... Michigan Street Milwaukee, WI 53203 susan.crane@we-energies.com Dear Ms. Crane: My patients, Shivani Arjuna and her husband Dan Small, have asked me to write to you with regard to how Shivani is affected by exposure to communication frequencies and "dirty electricity" frequencies. They are deeply concerned that placement of one of We Energies' new, radio-broadcasting meters on their property would be harmful to their health, especially to Shivani's. I share their concern. People who are aware of experiencing symptoms as soon as they are exposed to radio (RF) and microwave (MW) frequencies are currently termed "electrically hypersensitive," or EHS. Shivani is electrically hypersensitive. However, these individuals are by no means the only people actually being affected by such exposure, as ample, rigorous research done over a period of several decades shows chronic exposure causes health damage to people who note no immediate symptoms. The immense proliferation of wireless technologies in the past few years has given rise to health problems that cannot be successfully treated medically, as medicine cannot remove the underlying cause, the exposure to radiation. Safety regulations of various nations vary widely regarding what level of exposure is supposedly safe. Unfortunately, most countries' regulations are still based on the old, inaccurate assumption that non-ionizing radiation is not harmful unless it actually heats body tissues. The fact that a given technology adheres to the present standards is meaningless in terms of its actual biological effects. Even an EPA spokesperson has stated that present U.S. standards are not protecting citizens from harmful radiation. Research shows harmful effects at levels far below what is presently allowed. Years of research also reveal a broad range of symptoms and diseases caused by RF exposure. This is hardly surprising, as the human body functions electrically from the cellular level on. Attached you will find a list of conditions caused by exposure to RF and therefore termed "radio wave sickness." There are probably more mechanisms underlying the damage done to health by manmade electromagnetic frequencies than we are presently aware of. (To date, the mechanism by which smoking tobacco causes cancer is unknown.) However, here is brief information regarding a few known mechanisms: o It is established from multiple, independent studies that EMR from ELF to RF/MW reduces melatonin in animals and human beings. Melatonin is not only vital for healthy sleep, it is the most potent, naturally produced antioxidant that helps to protect cells from genetic damage that leads to cancer, neurological, cardiac and reproductive damage, illness and death. o Exposure to intensities and field strengths that are extremely low cause a biological effect called calcium ion efflux. Calcium ion alteration of cells by EMR is linked to neurological degeneration, to cancer and many other health effects. The heart is also an electromagnetic organ, with an electric pulse initiating a cascade of calcium ions that cause the cells in the heart to contract and produce a heartbeat. Exogenous electromagnetic signals can interfere with this regular, electrical pulse leading to heart disease and heart attack of the arrhythmic kind. o Physiological changes that are bedrock indicators of allergic response and inflammatory conditions that are stimulated by EMF exposures include: overreaction of the immune system; morphological alterations of immune cells; profound increases in mast cells in the upper skin layers, increased degranulation of mast cells and larger size of mast cells in EHS individuals; presence of biological markers for inflammation that are sensitive to EMF exposure at non-thermal levels; changes in lymphocyte viability; decreased count of NK cells; decreased count of T-lymphocytes; negative effects on pregnancy (uteroplacental circulatory disturbances and placental dysfunction); suppressed or impaired immune function; and inflammatory responses that can result in cellular, tissue and organ damage if exposure occurs on a continuing basis over time. Mast cells are also found in the brain and heart, and this might account for some of the other symptoms commonly reported: headache, sensitivity to light, arrhythmias and other cardiac symptoms. o Many studies have shown that RF/MW radiation and ELF fields cause increased DNA strand breakage and chromosome aberrations. As was concluded by the authors of the Bioiniative Report (www.bioinitiative.org), it is unwise from a public health perspective to continue "business-as-usual," deploying new technologies that increase RF exposures, particularly involuntary exposures. Any company or industry whose products or operational methodologies cause involuntary exposure to RF radiation would do well to become more informed about these and other effects of such exposure, both to protect the public and to protect themselves from future liability suits. Though it is no longer possible in today's world to completely avoid exposure to communications frequencies, EHS individuals such as Shivani, need to live in a personal environment as clear of RF/MW as possible. This is recognized in Sweden, where the government creates safe working and living spaces for such individuals. In the U.S., EHS individuals have to do what they can to create their own safe living spaces. Certainly, these safe havens, on their own property, should not be denied them. I have been Shivani Arjuna's physician since 2002 and have noted how her specific symptoms and overall health have corresponded directly to her exposure to RF/MW radiation. Initially, she was experiencing incapacitating and life-threatening symptoms related to such exposure. At present, she is able to remain free of RF/MW exposure-induced symptoms as long as she remains in the safe home space that she and her husband have gone to considerable effort and expense to create. That she remains EHS is clear from how she responds to exposures when not in that safe environment. It is my opinion that the placement of an RF-broadcasting device connected to the wiring on this property would be extremely detrimental to Shivani's health and that it must not be allowed. Such a device connected to their wiring, whether at or away from their house, would cause RF to be broadcast from the wiring throughout their home. I suggest the alternative of asking them to take regular meter readings from their present meter and call or mail these to you, with a We Energies employee checking the meter annually or semi-annually to ensure accuracy. What on earth my husband and I will do when they turn off our power, I don't know.	Created: 23 Aug 2010
Susan Crane is We Energies' point person for their RF-broadcasting meter installion project. I spoke with her again two days ago. In spite of several Wisconsin state senators asking We Energies not to install RF-broadcasting meters on the homes of ES people and others who fear their effects (and in spite of research and a fine letter from my M.D. that I've sent them) they have not budged, but say that they will indeed be turning off our power if we do not accept the meter. (Our senator offers his regrets but says he can do nothing, that this is what happens when big monopolies run the show.) I told Ms. Crane that sooner or later her company will be appearing in court regarding what they have knowingly done to human/animal health, and that i am keeping a record of all the information I send her, so she cannot say "I didn't know." What on earth my husband and I will do when they turn off our power, I don't know. But I plan to continue to send her information. If you have suggestions, I am all ears.
